Task Force on Internet & Telecommunications  

Chair: Eric H. Loeb (AT&T Services Inc., USA)

Articulate business interests in international, regional and national policy initiatives related to the Internet, and telecoms sector  

Goals and objectives  

  • Continue work to ensure full, fair and sustainable competition in the telecommunications and Internet ecosystems, bringing global benefits to all customers and to ICT-enabled industries, as users and providers of communications services.
  • Urge that communications services, including telecommunications and Internet-based services, are regulated in a light touch manner, and that wherever possible, government authorities achieve ICT development policies through competitive market forces as a preference to ex ante regulation. 
  • Ensure that communication service providers’ mandated cooperation with law enforcement is proportionate and reasonable, consistent with technical and business capabilities, reflective of customer confidence needs, and supportive of communication service provider competition. 
  • Promote liberalization of trade in telecommunications and information technology markets with the World Trade Organization (WTO), with other international organizations and with national authorities.  This includes ensuring that nations treat their various trade commitments as a floor for improved competition, and not a ceiling of opportunity for competition.
  • Ensure that the technical and commercial aspects of network deployment continue to support the development and delivery of innovative products and services over the Internet.
  • Ensure a competitive environment for the provision of converging services, advocating for proportionate regulatory frameworks that create investment and innovation incentives for all converging service providers.
  • Ensure a multi-stakeholder model for Internet Governance, with an emphasis on private sector leadership for coordination and management of key operations.
